What's the situation?
The “Office to Investigate the Violations on Human Rights Allegations” is a unit of the Inspection Council of the Ministry of Interior (MoI), established by circular of the MoI in April 2004, subsequent to a recommendation to the Minister by the “Chairmanship of the Inspector Council”. The mandate of the office is to investigate complaints conveyed to (and relating to) the MoI or its affiliated institutions that “require the knowledge or the techniques of an inspector”.
The very novelty of the role of the inspectors in ensuring compliance with human rights standards constitutes a significant challenge. The inspectors, while competent and experienced in relation to their other functions, have no history of involvement with human rights inspections.

What's our mission?
With the MoI as main partner, the overall objective of the project is to improve protection of human rights in Turkey through better performance of police due to better inspection and monitoring and reduced impunity for police officers committing abuses.
The UNDP Country Program Document (CPD) covering 2006-2010 and the Country Program Action Plan (CPAP) covering the same period foresees UNDP support to the Ministry of Interior of Turkey (MoI) for training of MoI staff for capacity development for effective oversight of security.
How are we doing this?
The activities planned for the project are divided into two components: A. Human Rights Education for Senior Inspectors and B. Establishment of a Web-portal to complement human rights education. The project will do this by providing education to senior inspectors of the Ministry of Interior in human rights protection and monitoring and developing tools for this Ministry to use in this regard.
