What's the situation?
The use of Information and Communication Technology (ICT)
can promote more efficient and effective government, facilitate
services, allow greater public access to information and make
government more accountable to citizens. In Turkey, however,
a low level of computer literacy, lack of interest and high
transmission costs limit the use of existing information and
restrain the production of new information. Efforts to improve
ICT production and use in Turkey have been very limited.
What's our mission?
The project aims to build a local e-governance model for Turkey,
using the western city of Yalova as a pilot. The project will
not only focus on increased use of ICT for improved delivery
of services of the local government but will also will, by
educating the city population in ICT use, create a community
of "e-citizens".
How are we doing
this?
UNDP has been cooperating with the Minicipality of Yalova
since 2001 within the framework of the Local
Agenda 21Programme. The purpose of the LA-21 Programme
is to strengthen local governance by ensuring that civil society
participates in decision making and influences local investment.
The Yalov@ e-governance project cooperates significantly with
the Yalova LA-21 platform particularly in reaching out to
the citizens of Yalova as well as to major groups such as
women, youth, disabled, elderly and NGOs. The overall LA-21
network, which is active in over 60 cities across Turkey,
will be of benefit to the e-governance project, particularly
for promotional activities at a national level.

How will Turkey benefit?
The production of a local governance model will bring benefits
both to the city of Yalova itself and to the national government.
Local beneficiaries
of the project are:
- The city population
of Yalova will benefit form ICT training, access to information
and services through internet
- Women, young people,
the disabled and the elderly will benefit from specific
activities being carried out in conjunction with the Yalova
LA-21 platform
- Staff of Yalova municipality
(enhanced ICT infrastructure, training of personnel)
- Provincial branches
of govenrmental agencies (databases linked with digital
maps, training of personnel)
At a national level,
the Prime Minister's office will benefit from the completion
of the pilot city implementation within its own "e-Turkey"
project.
