What's the situation ?
Integration of environmental factors in sectoral policy-making, planning and implementation is rather weak in Turkey. Main problems include over-reliance on regulatory mechanisms, limited public participation and awareness, lack of environmental information, deficiency of budgetary resources allocated to environmental protection and rehabilitation, and lack of capacity of institutional structures at local level. Effective methodologies for harmonisation of economic, social and environmental policies are not employed. Policies and practices that do not fully take into consideration the social and environmental consequences of economic growth on the other hand are undermining sustainable development. Although a number of initiatives on sustainable development exist, these remain as fragmented and there is a further need to identify a holistic strategy and for demonstrating to the public that a decoupling between economic growth and environmental protection, and enhancement of social objectives is feasible. What's our mission?
UNDP is responsible for the overall implementation of the project, which is financed thgrough the EC funds. The ultimate beneficiary of the project is the SPO and the national and local stakeholders. UNDP will provide technical assistance and project management services to the SPO for capacity building with the aim to launch and gradually implement a holistic strategy towards sustainable development. The project takes one of the outcomes the National Programme on Environment and Development supported by the UNDP during 2000-2002, in particular, the preparatory work concerning World Summit on Sustainable Development a step further. How are we doing this?
The project has three components,
Component 1:National Capacity Building
for Sustainable Development. Under this component there will be two main outputs:
1.
Development of a Policy Paper on Sustainable
Development: ‘Options
for Sustainability’ which will highlight
the environmental perspectives for sustainable development
and facilitate integration among economic, social
and environmental policies through a participatory
process. The policy paper will link national strategic
approach and integration of SD principles to local
development planning and Elaborate and test a monitoring
an evaluation framework for sustainable development
based on a core set of indicators.
2. Supporting institutional
structures at the
national and local
scales. This will include analysis
of the national institutional framework, including
the NCSD with a view to formulate recommendations
on the mandates and mechanisms of work of institutions
for integrating sustainable development principles
into different economic and social sectors.
Component 2: Grants
Programme Under this Programme a number of demonstration projects that can be replicated elsewhere and have potential to generate social impact for an identifiable social group or will create potential to improve environmental management will be implemented.
1. 4-5 projects implemented
by civil society organizations (CSOs) ) and their
private sector or government partners
2. 8 to10 projects
implemented by local administrations / their partners that
promise to impact local governance systems and
3. 10 to 15 projects
implemented by non-governmental organizations that
are pilot projects aimed at
demonstrating sustainable development principles
work in practice will be supported
Component 3- Advocacy
and capacity building. This component
is aimed at promoting awareness on sustainability and
enhanced visibility of the project.Under this component

methods Who are our partners?
Our most immediate partner is the State Planning Organization. EC delegation in Turkey and the Central Financing and Contracting Unit will be directly involved in the project. The UNDP will also be closely working with the National Comission on Sustainable Development whose core membership currently consists of the SPO, the Ministry of Environment and Forestry, Ministry of Interior, Ministry of Foreign Affairs. The Commission will include ad hoc members from other public institutions, private sector, civil society organisations and academia. In addition the project will make use of a wide network of public, private and civil society organisations and experts as well as specialised international organisations and donors to exchange views on the strategic approach to sustainable development, to solicit funds, to implement the grant programme, and enhanced advocacy and visibility. Organisations with which specific partnerships will be established once the project is officially launched will be announced on this web-site.
How will Turkey benefit?
Component 1. A strategic vision for Turkey’s Sustainable Development and programmes of actions on selected topics will be available and endorsed by the government and the public in general. Policies and mechanisms for localizing sustainable development will be put in place. Stakeholder participation mechanisms in planning and implementing sustainable development SD/MDGs will function. Baseline information on SD/MDGs (sectoral/thematic assessment reports and relevant data) and gap analysis will be available. A draft monitoring and evaluation framework for sustainable development based on a core set of indicators will be available for further monitoring of progress towards sustainability. Planners from SPO and key ministries/agencies and decision makers at the local/regional level will be better acknowledged about principles of planning and implementing country specific actions for achieving SD/MDGs; National Commission on Sustainable Development (NCSD) will be fully operational, employ participatory mechanisms and be up to date in its functions; NCSD will be capable of assessing trends in economic and social development and environmental protection, and formulate recommendations with a view to achieve a decoupling between environmental pressures and economic growth; An institutional mechanism and participatory processes for the implementation of sustainable development strategy at the national and local levels will be in place

2. Increased awareness of stakeholder groups on sustainable development; Enhanced knowledge and capacity of local administrations, civil society organizations and private sector in implementing activities that contribute to sustainable development (preparing project proposals, project management and resource raising); Improved networking among civil society organizations, private sector institutions, and local administrations towards sustainable development objectives; Participatory culture and continued involvement in implementation and follow-up promoted; Measurable changes in local conditions towards sustainability; Sustainable development initiatives will be replicated elsewhere through the successful implementation of the Grants Programme; Local resource mobilization encouraged Component
3. Population in general, and in particular major target groups and media will be better acknowledged and enthusiastic about SD and MDGs; Increased awareness and behavioral change of local people and target groups promoted through small-scale advocacy activities that can be replicated elsewhere; Partnerships between public-private organizations, NGOs and media institutions for promoting SD and MDGs encouraged; Local resource mobilization for SD initiatives will be encouraged; SD/MDG monitoring (indicators) and assessment methodologies will be further integrated in other economic/social assessments made and incorporated in ensuing actions; An enabling environment for independent assessments and advocacy activities by civil society/private sector organizations concerning sustainability will be created
