What's the situation?
TCDC is essentially a process whereby two or more developing
countries pursue their individual or collective development
through cooperative exchanges of knowledge, skills, resources
and technical know-how. TCDC can include all sectors and all
kinds of technical cooperation activities of developing countries,
whether bilateral, multilateral, sub regional, regional or
interregional in character.
The ultimate goal of
TCDC is the promotion of self-reliance among developing countries,
on the one hand, and global interdependence, on the other.
By late 1990's, the approach of South-South Cooperation emerged
as a broader concept covering a wide range of collaboration
among developing countries, being generally perceived to have
three dimensions: political, economic and technical.
The main framework of TCDC at the global scale was built by
the 1978, Buenos Aires Plan of Action.
Turkey is one of the 22 countries chosen as a pivotal country
due to its capacity and experience in promoting South South
cooperation. Pivotal countries are positioned to play a 'lead'
role in the promotion and application of TCDC, mainly by sharing
their capacities and experience with other developing countries
in their region or in other regions.
In Turkey, the second
phase of the project was launched in 1998. Since then Turkey
has been instrumental in sharing its own expertise and experience
with the neighbouring countries, particularly in the Caucasus
region. TCDC projects in which Turkey has played a role include:
- Sending experts into
the field
- Organising training
courses
- Study tours
- on-the-job training
- consultancy services
- Project implementation
Turkish nationals have
also benefited from programmes offered by other developing
countries.
The Black Sea Economic
Cooperation (BSEC) is a typical sub-regional activity where
Turkey plays a prominent role through its 18 working committees,
focussing on subjects including environment, energy, science
and technology transportation, communication, banking, tourism,
agriculture and agro-industry.
What's our mission
?
With TCDC II in Turkey, UNDP is continuing its overall mission
of bringing experience and expertise from the global network
of international development into projects and programmes.
How are we doing
this?
The executing agency of Turkey's TCDC Project is the State
Planning Organization (SPO), part of the Prime Minister's
Office. While executing this Project SPO collaborates closely
with the Ministry of Foreign Affairs (MFA), the Turkish International
Developmental Agency (TICA), and key ministries. Implementation
agencies include universities, Turkish public institutions
and NGO's and their counterparts in the other developing countries.
Technical cooperation areas are identified based on the Turkish
Government's Five-year Development Plans, UNDAF and UNDP Country
Programme.
How will Turkey benefit?
The Project will support and enhance the emerging role of
Turkey as an aid donor in the region by sharing technical
expertise and experience.
