What's the situation?
In the past decade, many sectors, particularly banking and
finance, have been using information and communication technologies
(ICT) with increased use of computers and the internet, to
increase efficiency and effictiveness in their work. Many
governments, on the other hand, including the Government of
Turkey, have not been able to adapt their systems completely
to the opportunities for increased efficiency and efficacy
in organizational and institutional management processes,
offered by new information and communication technologies.
The Government of Turkey's 8th Five Year development Plan
for 2001-2005 has identified the ICT for Development and E-Governance
as key priorities for national and sectoral development.
What's our mission?
This programme aims to improve the services of the Ministry
for Foreign Affairs with the increased use of ICT and to achieve
the model of a paperless office. In doing so, the project
aims to demonstrate an e-governance model with increasd use
of ICT from improved delivery of public services, and to share
the experiences and expertise of e-governance gained with
other governmental bodies in Turkey.
How are we doing
this?
UNDP has cooperated closely with the Ministry of Foreign Affairs
in capacity building in this field since 1990s through a country
project entitled "Strengthening of the Data Processing
Center of the Ministry of Foreign Affairs". This project,
which was implemented for 10 years with significant cost-sharing
provided by MFA, led to the establishment of a Data processing
Center at the central Ministry in Ankara and supported the
training of more than 200 MFA personnel at the central Ministry
and at missions abroad. The current project at hand builds
upon this earlier programme with expansion of the capacities
in the electronic governance and management areas. It is also
expected that this project will enable MFA to benefit from
the UNDP's growing expertise and broad international experiences
in this field. UNDP also contributes financial support. The
MFA cost-shares the project at approximately % 80.

How will Turkey benefit?
As well as the immediate benefits of increased efficiency
and training to the staff of the MFA and its missions abroad,
this project has a number of wider benefits for Turkey.
The model it produces enables the MFA to improve the speed
and cost-effectiveness with which it reponds to the requests
of ordinary citizens, the private sector, NGOs and other governmental
bodies with which it has direct contact.
Several other government agencies benefits directly from the
project through the replication of its training activities.
