What has been the
situation?
The State Planning Organization (SPO) classifies Sivas and Erzincan provinces into five categories and 17 provinces are in the poorest, severely under-developed category (class Five). The poorest provinces are mostly located in the mountains and rangelands of the eastern and south-eastern Anatolia regions, and include both Sivas and Erzincan provinces.
What's our mission?
The objective of the project is to support the Ministry of Agriculture and Rural Affairs (MARA) to pursue the reforms introduced by Government to move from traditional practices towards simpler and more effective management of local development. In this connection, MARA's more effective loan management capacity can be strengthened with managerial support in administering and in procurement of project inputs, including goods, services, human resources and technical assistance; as well as periodic evaluation of project outputs. The UNDP project at hand for the initial project timeframe 2005-2007 thus aims to support MARA with the expected result of more timely and cost effective project implementation and disbursement, as well as strengthening the relevant institutions.
How are we doing
this?
The UNDP support to the MARA includes establishing a Project Management Unit, monitoring the procurement activities, providing national and international technical assistance, tendering the capacity building activities, managing the payments and financial management. Importantly, as an international development organization UNDP's support will be provided based on the underlying principles and objectives of building institutional capacity and supporting national ownership.
The SIF Project
will contribute to local sustainable development through the
following ways:
- Promoting Ecologically
Sustainable Enterprises (ESEPs) that are based on innovative
conservation approaches and techniques for natural resources
management
- Involving local communities
and linking partners to share best practices
- Helping poor people
to build sustainable livelihoods and have access to new
job opportunities
How will Turkey benefit
?
The project will help conserve biodiversity by assisting the
community to create sustainable businesses in the rural and
urban areas of the broader BTC pipeline project. Interested
community groups will be encouraged to establish partnerships
for enterprise developments. It will support the transformation
of existing businesses into ecologically sustainable ones.
Local environmental NGOs and other civil society organisations
will benefit by gaining access to public private partnership
development techniques and through learning about ways of
integrating conservation principles into business development
and practices.
Project partners
The project provides implementation support services to the
Ministry of Agriculture and Rural Affairs for this Ministry's
implementation of select components of its IFAD funded loan
agreement entitled "Sivas-Erzincan Development Project"
signed on May 6, 2004, and the OPEC funded loan agreement
entitled "Sivas-Erzincan Development Project" signed
on May 12, 2004.
