What's the situation?
Turkey is strengthening its institutions and administrative structure to be more responsive to needs of citizens and to protect and promote human rights. Governors and district governors who are ultimately responsible for defining security policy and managing it often lack the necessary resources to perform their security sector oversight functions. They have limited access to decision making support or the knowledge required for sound decision-making, as well as the limited good governance mechanisms that should underpin this process of decision-making in critical security sector issues.
What's our mission?
The project assists the Ministry of Interior with a view to enabling civilian administrators, at province and district levels, to exercise their oversight functions more effectively.
How are we doing
this?
A situational analysis on civilian oversight of law enforcement, with focus on the relationship between the civilian administrators and the chiefs of security at provincial levels, will lay the ground work for the Ministry to chart its capacity development programs in this field. The assessment will be conducted in Ankara and two to three pilot provinces, e.g. Icel, Antalya and Diyarbakir. In addition a Turkey-specific Security Sector Reform Tool Kit will be prepared.
