The procurement includes all actions necessary for the acquisition, by purchase or lease, of goods, works and/or services.

Whenever UNDP procurement is being undertaken, the following principles apply:

•  WHAT DOES ‘PROCUREMENT' MEAN FOR UNDP?

Overall process of acquiring goods, services, civil works through following steps:

•  Identification of needs

•  Selection & solicitation of sources

•  Preparation & award of contract

•  Contract administration through the end of a services' contract or the useful life of an asset.


 •  TYPES OF COMPETITION

Open International Competition

Open International Competition (OIC) intends to provide all eligible and qualified Offerors adequate and timely notification of UNDP's requirements and to provide them equal access and fair opportunity to compete for contracts of required goods, civil works or services valued at USD 100,000 or more.

Limited International Competition

Limited International Competition (LIC) narrows competition amongst an ongoing shortlist of qualified Suppliers selected in a non-discriminate manner. LIC is appropriate where OIC is unsuitable, exigent circumstances persist or the global market retains a limited availability of the required goods, civil works or services.

Local Competition

Local Competition is generally exercised for procurement in the country where the programme is to be deployed. Business Units may use local competition where:

•  civil works are scattered geographically or spread over time and the country has a sufficient base of Suppliers (i.e., minimum of three);

•  professional services are valued at USD 30,000 or less;

•  goods are available locally at prices below the global market price; or

•  programmes require knowledge of the local/national system


•  METHODS OF SOLICITING OFFERS

Request for Quotation (RFQ )

A Request for Quotation (RFQ) is commonly used for the procurement of goods, services and/or civil works where the contract value is between USD 2,500 and USD 100,000 .

Invitation to Bid (ITB)

An Invitation to Bid (ITB) is generally used for the procurement of goods valued at USD 100,000 or more; or where technical approaches to the relevant project or the management/supervision of a project activity are not requested of prospective Vendors. ITBs request of prospective Vendors cost requirements to meet the precise specifications of goods sought by UNDP.  ITBs may also apply for the procurement of civil works or services, which can be quantitatively and qualitatively expressed. 

Request for Proposal (RFP)

A Request for Proposal (RFP) is used for all contracts exceeding USD 100,000 where the desired inputs and/or outputs cannot quantitatively and qualitatively be expressed in sufficient details at the time the invitation is made.

Direct Contracting

Direct Contracting without competition may be employed where a Business Unit engages IAPSO or another UN Agencies' services; or employs an IAPSO or HQ executed global long-term agreement (LTA); or alternatively, a local LTA.

Local Shopping

Local Shopping is a procurement method based on the comparison of informal price quotes obtained from potential suppliers and is an appropriate method for the procurement of readily available off-the shelf goods or standard specification commodities valued less than USD 2,500, or simple civil works also valued less than USD 2,500.


•  EVALUATION OF OFFERS – CONTRACT AWARD

Evaluation Criteria:

Offers which are substantially responsive (i.e. which conform to all the terms, conditions and specifications included in solicitation documents) and provide the best value for money are selected for contracting.

Conditions of Contract:

UNDP General Conditions for Professional Services

UNDP General Conditions for Goods

UNDP General Conditions for Civil Works

Types of Contract:

I) Purchase Orders:

Used for procurement of goods valued at 2.500 USD or more.

II) Institutional Services Contract:

Utilized to contract with an institution or other legal entity for professional services valued at 30.000 USD or less

III) Professionel Services Contract:

Professional services contracts are employed to contract with an institution or other legal entity in order to perform professional services generally valued above USD 30,000, for specified deliverables.

IV) Reimbursable Loan Agreement:

Reimbursable loan agreements (RLA) are used when contracting with a government institution; university; or other legal entity comprised of at minimum three staff personnel to engage consultancy services of select individuals.

V) Civil Works Agreement:

Drawn up for the procurement of transportation, infrastructure, civil or environmental engineering services .

VI) Long Term Agreement:

A long-term agreement (LTA) is a mutual arrangement with Supplier to provide goods or services as required, over a specific period of time, with the quantity to be determined at prescribed prices or pricing provisions. Long-term purchase agreements are common practice to ensure a reliable source of supply goods and services at the lowest price.

VII) Special Service Agreement:

Special service agreements (SSA) are utilized to contract individual consultants or temporary support personnel for services on a short-term basis, not to exceed 11 months.

VIII) Service Contract:

Service contracts are employed to procure individual consultants or support personnel as needed on a long-term basis.

•  FREQUENTLY ASKED QUESTIONS

1. How can I register as a supplier to the United Nations Development Programme?

UNDP does not have a separate central register for suppliers. Interested companies can register with the Interagency Procurement Service Office in Denmark (IAPSO). Companies are also encouraged to register with the UN Common Supplier Database and the individual UNDP country offices.

2. Where can I find information on procurement notices of UNDP Turkey?

3. How can I find out whether my range of products or services is procured by UNDP?

UNDP Country offices provide information on ongoing projects and types of services and goods procured through their web sites. Please see the list of UNDP country office web sites:

The Annual Statistical Report from IAPSO provides detailed information about previous major contract and goods procured by UNDP and UN agencies.

4. Are UNDP purchases tax/duty free?

Yes.

5. Can small companies also enter into business relationships with UNDP?

Yes, absolutely. UNDP's procurement decisions are not based on the size of a company, but on the quality, price effectiveness and responsiveness of the offer.

6. As a company that is not based in Turkey and has no representative in this country would it be an advantage to have a representative in Turkey?

No. Procurement is decentralized to the country offices, and UNDP prefers to deal directly with the producers without intermediaries. The geographical location of your company is not a factor in procurement decisions.

7. How does UNDP pay suppliers?

The standard payment terms is to pay within 30 days after receipt of goods or receipt of shipping document. In complex contracts scheduled progress payments linked to milestones are the usual practice. Advance payments are exceptional and have to be backed by performance/bank guarantees

8. Can I get detailed information from UNDP Turkey about the procurement of other country offices?

No. UNDP Turkey could not provide detailed information about the procurement of other country offices. All country offices deal with their own procurement. Please refer to below link for the list of Country Offices:
