What's the situation?
Recognizing the critical role of ICT in the fight against global poverty and promotion of good governance, ICT has been an important focus of the United Nations Development Programme, that has been taking concepts central to the understanding of information and communication technology for development and linking them to a broader concept of human development.. UNDP has been in a long-standing relationship with the Ministry of Foreign Affairs for strengthening the Ministry’s human resources and information communication technology infrastructure since the late 1980s. AS a result of this long term joint cooperation, the Ministry has achieved close to a paperless office, a best practice which will continue to be shared with other governmental bodies.
What's our mission?
Overall objective of the project is to strengthen the ICT infrastructure and service delivery capacity of the MFA via improving and implementing web based electronic governance module which will be in use of Turkish citizens living abroad. With increased technical and human capacities of relevant ministerial units, it will be possible to develop an improved service delivery mechanism with the utilization of an e-consulate office.
How are we doing this?
The Project builds upon on an entirely new basis and intends to disseminate and expand the capacities of MFA missions abroad in the electronic governance and management areas with the help of the developed portal. It is also expected that this project will enable MFA to benefit from the growing expertise and broad international experiences that UNDP can offer in this field at the regional and global levels. UNDP’s financial support will also contribute to the achievement of the planned outputs. Furthermore, experiences and expertise gained within the project will be shared by other relevant government agencies through a number of promotion and training activities which will pave the way for replication of this model in other public-service sectors.

The direct beneficiaries of the system will be all MFA civil servants in Turkey and missions abroad. MFA is providing direct service to citizens, private sector, NGOs and other governmental bodies. With the aimed model, it will be possible to respond the requests of the citizenry in a time and cost effective system. Therefore, it is clear that, besides MFA, citizens, private sector, NGOs and other governmental bodies will be benefiting from the improved services of the Ministry with the use of modern communication technologies. Furthermore, several other government agencies will be benefiting directly from project through training activities that will be conducted for replication. The ultimate aim of replication and scaling up of the MFA e-consulate model extends the beneficiary pool to the entire citizenry of the country in terms of more effective and efficient public services delivery.
