What's the situation?
In 2003, GoT opened a dialogue with the international community on the IDP issue. Since then, UNDP has been actively engaged in assisting the GoT to develop policies and strategies to respond to the needs of IDPs.
The joint project entitled “Support to the Development of an IDP Program in Turkey” was officially signed by the GoT in February 2006. The project was developed in partnership with government partners and with the UN Country Team’s Working Group on IDPs. The aim of the project is to support government and civil society initiatives to develop a more comprehensive and robust response in identifying solutions for the IDP population in Turkey.In the scope of this Project, a number of significant policy and project related initiatives have taken place to fulfill the project’s specific objectives, and more strategically to further advance Turkey’s efforts in developing an IDP response as part of its own national development/reform agenda and in line with the EU Political Criteria. The realized initiatives can be summarized as follows:
· Survey on Internally Displaced Persons conducted by the Hacettepe University/Population Studies Institute completed and disclosed in December 2006.
· Local and national NGOs capacitated about the international norms and standards on IDPs and Guiding Principles disseminated
· Technical knowhow provided to the relevant unit of the Ministry of Interior for the development of tools serving improved standardization in compensation process, i.e. Valuation Matrix Tool, better access to information, i.e. website.
· Technical knowhow provided for the formulation of the Van Province Action Plan for the IDPs Service Delivery Model
Van Province Action Plan for the IDPs Service Delivery Model was developed through multi-stakeholder consultation process aiming to include all stakeholders including public sector, local administrations, civil society organizations (CSOs), private sector and IDPs themselves as the context enables. The Action Plan recognizes the need for developing and adopting holistic and well-structured policy responses for the IDPs.
The additional component of the current project namely “The Sustainability and Scale up of the Pilot Activity Carried Out in Van Province” aims to develop a national action plan by adopting the same multi-stakeholder consultation process as carried out in Van Province. The policymaking will commence at the provincial level, where the recommendations for a national policy response in relation to return, reintegration and rehabilitation will be collected and transmitted to national level. This exercise will take place in the thirteen provinces where the Return to Village and Rehabilitation Project (RVRP) is carried out.
How are we doing this?
The objective of this project is to assist the Government of Turkey in the formulation of a coherent and comprehensive National Action Plan for IDP service delivery, by replicating the participatory, context-specific and multi-stakeholder consultation approach adopted in the preparation of the Van Action Plan. Designed as a replication of the formulation process of the Van Action Plan and in the scope of this component the following activities will be undertaken:
Activity 1: Technical Assistance for the Development of a National Action Plan on IDPs based on the principles and methodologies of the Van Process;
Activity 2: Feasibility Study of Provincial Action Plans
Activity 3: Formulation of a National Action Plan; and as complementary the development of the Strategy Document and the required
Activity 4: Development of a Communication Strategy

How will Turkey benefit?
Multi-stakeholder consultation platforms are regarded as crucial means in participatory and inclusive decision-making. It is widely recognized that consultation platforms including different social partners can play important roles in the increased ownership and visibility of the initiatives. It is expected that created multi-stakeholder consultation platforms will be sustaining mechanisms at the local level.
In this regard, the development of the National Action Plan for the internally displaced persons will represent a decisive step in the exercise of Turkey’s national response for addressing, ending displacement and indicating the GoT’s efforts on developing social cohesion in the region. Thereby, this will increase the ownership of the National Action Plan and facilitate the effective implementation of the Plan in the future.
