How will the Project be Implemented?
The project is designed to deliver activities around three major project components:
· Improving civilian oversight of the internal security sector in Turkey by providing technical assistance to the development of the necessary legislative framework and particularly, by supporting the preparation of secondary legislation within the context of existing laws with a view to clarifying the operationalization of security sector oversight.
· Channels resources to enhancing the civilian oversight capacity at the central and provincial levels by reviewing existing institutional capacity of the Ministry of Interior and of select governorates in the provinces and by developing policies, plans and suitable mechanisms to overcome identified bottlenecks and challenges. Moreover, the project focuses on building capacity and improving the human resources of the Ministry of Interior, its provincial administrators and of the internal security forces by offering a set of specialized trainings to the local administrations, to Ministry of Interior inspectors, legal professionals and relevant personnel in 3 selected pilot project cities namely İstanbul, Erzurum and Niğde.
· Series of information exchange events are also designed to raise awareness and to integrate the civil society and media in the processes of policing oversight .
Who are the Project Partners?
· The Ministry of Interior (through its General Directorate of Provincial Administration), as the main beneficiary of the project;
· Provincial administrators (governors and district governors), police and the gendarmerie, specialized law enforcement bodies (forest guards, customs and coast guards), civil society and the media, as the target groups;
· Citizens, as the final beneficiaries.
How will Turkey Benefit from the Project?
From a wider perspective, the project will contribute to the progress towards the overall objective of structurally incorporated and expanded enjoyment of civil rights by all citizens and democratic control of internal security in the regulatory system and public administration practice of Turkey. More specifically, the project will contribute to the internal security sector reform by establishing framework conditions for the Ministry of Interior and its provincial administrators to facilitate transition to a transparent system of security sector governance based on human-centered understanding of security and public safety. This is an initiative that wil contribute to the reform endeavours of the county in EU accession process.
